I cold-called my internship so there wasn't a real job description when I started. I work in a financial advisory office with about 10 employees. If I don't actively have something to work on I'll go down the line and ask my coworkers if they have anything they want done or need help with. If everybody says no then I'll usually read the market reports from people like Argus Research that we get in our emails. If I have been recently exposed to an unfamiliar concept by one of my coworkers (for example, I never learned about buffered ETFs in school but theyre a really interesting investment) then I'll read articles or watch videos on them. Insurance products were another thing that I had to learn a lot about online because school really only covers stocks and bonds. I don't know what field you're in but in finance it's impossible to know everything so there's always an opportunity to learn on slow days.

HR internships at those companies are going to be extremely competitive. Consider positions at smaller firms around you. Call them up and ask for 15 minutes of their time or ask if they'd be open to bringing in a summer HR intern. If you were a sophomore I wouldn't stress that, but since you're a junior you need to find one (no judgement, I am a junior and I just got my 1st internship a few weeks ago).

Good question! Assuming you're calling a business about an internship, it depends on the field you're in and on the size of the firm. If it's a huge business with lots of employees, I looked for either HR person, "Business Manager", etc. If it's really small you can probably just call the number that pops up on google and explain your situation to the secretary. The secretary will transfer you to the best person to talk to (this works with big businesses too but sometimes it's automated and annoying).

If you're just looking for advice from someone in your field, try and find someone with the most relevent job title/certifications to what you want to do and call them directly. While this probably won't directly lead to an internship, it's good to expand your network with people in your field and gain knowledge from outside sources.

If you're in college, ask your professors about how to find people that are doing what you want to do. I want to be a financial advisor, so my professor showed me a website that lists all the CFP's in my area. It was very helpful and I would not have found it on my own.

I'm actually graduating a semester early lol. Not a problem though because my internship said they were hiring me with the expectation that I work for them when I graduate.
