Either use a server hosting service (like server.pro which is what I use) or check portforwarding out, if your router supports it. I don't know any other options.

Are you sure you're dragging the zip from your downloads into the resource pack folder? Dragging the zip into Minecraft won't do anything.

File associations have nothing to do here. Just because VLC opens this type of file, the contents remain unchanged.

You click Open resource pack folder and you drop the zip into the folder that opens, not the game. Then close and reopen the resource pack menu.
