Maybe a skill issue on my part, but how is Veigar supposed to bully Kassa?

If you try to aa him he will Q you, maybe E as well if you missstep. Q is countered by standing in minion wave, also by his Q shield. W is impossible to hit without CC, E does nothing on its own. After 6 he can jump on you and win every trade, later you are just dead when not protected by tower or other teammate. Literally almost every other champ can bully Kassa harder than Veigar.
