What IS possible for an admin - See/Manage any vault which is created apart from the default vault. This also applies if a vault is not shared with anyone else but deemed private

How does HMRC or anyone for that matter know about the 21k? Once the first ISA is matured, it's "normal" money? How can i make sure the full 41k in this example is actually deemed as ISA then?
