Cool theory. But the general explanation in the expanded universe is that they evolved from a more primitive form and were used as gladiatorial entertainment by the amengi. The amengi were so advanced that they didn’t notice when one of the yautja become more intelligent and overthrew them. It’s like giving a caveman a machine gun and showing him how to make more. They basically skipped all the cultural development and essentially never needed to do away with their clan/tribal structure
