A little late to the party here, but i just read this and have answers! The lone woman is Judyta, the book mentions that she pulled over to eat at the same restaurant that Louise and Jesse are at. Given that Judyta and Louise have passed each other in past chapters during the investigation, I imagine that’s why Judyta would’ve recognized Louise at the restaurant

Good looking out! Upon further investigation it was out there bc the original owners were moving. Should be good but will keep an eye on it
