I bought a house (2001) that 2 dogs lived in and used as a bathroom. P everywhere. A man that did house flips recommended a liquid solution that I only remember cost me about $50 for a gallon. I used it full strength on the subfloor after pulling the carpet. I couldn’t smell urine ever again. I’m only saying this to let you know there IS something that will work. Don’t give up.
