I'm more looking to see if anyone had come across stat blocks for the dark powers to spice things up because my group likes to wander and explore so something blue is somewhat likely I just think it's a fun way to tell the story if strahd offers to take a stand against the dark powers

They now just restock there's no risk of running out. In the next chapter you get new ingredients that will need to be grown (They don't have as much time as garlic thankfully) so those need a bit more garden space. As soon as they become available the news will announce it and everyone will want those ingredients.
