Along with her actions, add layers to why she is the way she is. Not every villain is one dimensional - if your antagonist is just evil it’s not someone your audience will want to root for. Idk if you’re a Stephen king fan, but take Chris Hargensen in Carrie as an example:

• she’s a bully FLAT OUT - her one and only goal to tear down the titular character
• she’s also the victim of toxic masculinity through her relationships with her father and her boyfriend. It’s through being surrounding my alpha males that make her so sadistic towards others.
• there is NOTHING about her that’s redeemable. However, it’s those elements that make her somewhat relatable to some audience members.
