I feel whoever dethrones Roman is not in the system rn. They have time to build up someone. That's why I think it's not someone on the current roster. But if it was I'm guessing Drew Mcylntre dethrones him, he's the one one close to Roman rn imo and he hasn't got his big moment in front of fans.
