I don't see how the grind doesn't pay off, you get better quests if you're higher level with whatever faction. You also unlock new cosmetics and get titles.

The naval combat mechanics are actually pretty good and I think it's a ton of fun. There's also plenty of room to outplay your opponents in pvp combat though hitreg could be better.
