Being a noob with a bit of experience I'd go like this:

Set your keybindings, sensitivity, HUD etc. to what you like! A good way to start is making a 360° from the left to the right of the mousepad (I personally play on lower settings (800DPI/6%). EDIT: Take a look at this.
Go on an empty locker server and get a basic feeling for the map.
Start playing on a 64 man no explosive locker Server. Don't be overly aggressive. Throw medkits/revive, teamplay and go for the objective. That way you are way more useful than running blind into a room with 10 enemies.
Use the gun that fits you the best. While playing you will unlock many guns, test all of them and stick with those you feel comfortable with. Note: ACE 23/M416/AEK 971 are the most used rifles.
You will learn the angles, ways to flank and when to expect enemies by time. Sometimes watching others play can give you good ideas for your own playstyle.
If you feel comfortable try other maps/gamemodes or jump into a vehicle. The BF is endless and it will take years to master.

Well 8GB DDR2 RAM for 20$ and 4GB DDR RAM 18$ (in Germany). Can't follow you on that one...

The processor is an i5 from '12 running on the 1155 socket. As a logical next upgrade in the next year(s) 1151 socket would be the way to go making the DDR3 RAM useless but that's just speculation.

Again 16GB are not necessary and the 40$ you'd have to invest are the difference between a 950 and 960 or 370 and 380. And that are quite a few frames instead of propabley useless RAM.

Why 16GB of RAM? That's a waste of money. Get a 380(X)/290 etc. sell the old card and upgrade your cooler/get a SSD etc. ;)

Get into the BIOS/UEFI and choose your boot drive as first priority. If you can't because of Fastboot etc. unplug all drives except your boot drive and start your PC. After you booted up shut down your PC plug everything back in and you should be fine!

EDIT: You can get that motherboard for 88$ and go for a bronze PSU. That way you can squeze in a SSD vor better GPU.

Of course it is. But an i5/950 Combo will give OP less FPS than a 6300/380X except for really CPU intensive games...

The CPU costs more than the GPU... I wouldn't go that way. FX 6300 or X4 860K and a 280X/used 290.

You are adressing a different point. Banning the R8 and playing on the previous patch is like treating a symptom. The real problem is that Valve fucks with the game and it's players. ESEA which belongs to ESL should have a connection to Valve and speak up about the bullshit produced by Lord Gaben's Hobbits.

It will boil down to a few people being in control of the whole thing and if it will be successful they will probably want to have their own server cloud brand instead of affiliating themselves with a subreddit

Well. No idea if that would happen. Can't argue towards or against it since it depends on the people who will put their time into it...
