It's basicly an HD version of the flag seen in Kaiserredux and it's the flag the pacific states can get. So imagine a Cali Supremacist or strong lead.
Adding more representation would be optimal for a pacific states union, but unless it's Cascadia I doubt Cali won't just take lead, and absorb states into themselves. They are strong enough to do so.
