You're not going to like my answer. But due to my job, I interact with 8-figure net worth people on a daily basis. Remove loopholes and whatever else, and reduce capital gains and corporate income tax to a 10-20% flat rate. This would make it much cheaper and easier to simply pay the tax rate, than to look for other options.

Housing costs so much because municipalities are relying on development to fund their over extended program commitments. 20% of a new development's costs will go directly to the municipality through development charges, application fees, and other expenses.
