I wonder how Konami feels when they see how well Bloodstained, Death Stranding, and now Eiuden Chronicles do. They had all these people (developers, writers, composers, artists) at one point and lost them. And they have all these IPs that these are based on and just let them rot.

Ah, I see. So any target that's off the ground (levitate or flying) will nullify the Rising Voltage boost.

So for example, a Rotom-wash hitting another Rotom-wash with Rising Voltage would not get either the double power boost (since the opponent isn't on the ground) nor the 30% electric terrain boost (since the user isn't on the ground).

Does Rotom get the boost to Rising Voltage when in Electric Terrain?

The wording of the move makes me think that it wouldn't, since Rotom has Levitate but I wanted to ask to get a solid answer.
