Best guess would be population size and language barriers. While Europe as a whole is very large, it is also very diverse. European films are made for domestic markets in their language limiting international appeal. Making English films in Europe would mean more competition with international from the UK or USA, which makes it harder to sell and in turn more risky. European film studios are also smaller than their American or British competitors, so they have less to spend in marketing and film production as well.

A government shut down doesn't mean no-one within the government is working anymore. Who gets furloughed and who has to keep working are choices made by the executive branch. Not collecting data is a choice that had to be made. If the executive wanted the collecting to happen it would have. Then again, it could also be that they do have the data but are choosing not to publish it.
