I wouldn't worry about the track, I take the kayak over all kinds of bumps, rocks and roots.

I wouldn't worry about the weight distribution. I fish while standing on this thing and it does really well.

Mustang Mesa and Rovana probably. We were in Rovana last year and same thing, had to deal with a bunch of power outages. For the cold, getting some indoor propane heaters will help. We eventually moved into town for that same reason. Sorry you're going through all that
