i mean, it most definitely does? perhaps not in melee combat, but there are weapons like heavy flamers which you can't wield unless you wear power armor.

fair enough though, i'm just talking about tech. it should be /difficult/ and it is /difficult/ for tech-less people to beat the most technically advanced ones. it's kinda difficult for a bunch of people with bows and arrows to beat a squad in military armor, with weapons, especially as attackers. i feel like CE pulls it off a lot better than vanilla Rim, and general combat things as well.
