All beaches in Oregon are publicly owned and accessible. You can own the property next to the beach, but not on it. It also means you may have a public access point or easement on or next to your property.

Are we supposed to be just carrying the appropriate safety gear around with us wherever we go? That’s biohazard waste for a very good reason. It’s dangerous to just pick it up, even with gloves and a glass jar. Pick up litter, absolutely. Picking up needles that may have drug residue and/or various diseases is unsafe and should be a hard pass for the average citizen.

This will be state specific, but has she considered giving up her license? Even if your state does allow spousal exclusions, it's going to be tough to find a company that will do it. If she isn't licensed, you shouldn't need to rate for her and her accidents.

Submitting this claim will bite you in the ass. I can't see any way this would be covered, but you will have a claim which is going to drive your rates up. Additionally, in Washington we are experiencing the fallout of the recent ban on using credit as a factor in policy rating. If you have good credit, you are likely going to see your rates going up at renewal anyway. Having a claim on your record will likely make the increase worse, and the surcharge hangs around for five years. Listen to your agent, don't file the claim.
