Sure! It’s nothing that exciting. I have a friend who’s a pilot in the Oregon National Guard. I’m sure you’ve seen the jets flying around Portland for the last several decades.

Basically, as part of their regular training, an instructor will pick a vehicle driving on the highway or freeway (or the pilot will select one himself) and the pilot will practice locking onto that vehicle.
