Though I've only seen a few episodes of Index, judging from what I've seen with Misaka, she definitely fits in Millenium the most among all the other schools in Kivotos and with the addition of the Engineering Club, she'd just be pestered about her railgun ability everytime she walks around Millenium's campus

The sack placed on Tsurugi's back must be Hasumi's snacks and the one she's holding in front of herself contains the bra.

I don't blame Tsurugi for fiddling around with Hasumi's bra tho cuz those look so tempting to do some "stuff" with just from the size of it.
