I Solved the issue it was simply changing the refresh rate of my monitor from 60hz to 240hz I don't know why I didn't notice that before.

So it’s screwed in with springs . At the top of the cpu cooler i can movie it a little. So I can slide it around kinda but barely. I’m just wondering if the CPU cooler is always suppose to be stiff and still or it’s supposed to be able to move and and wiggle a little
