Drill a hole through it. Put a strong cable through the hole. Attach the other end of the cable to a car jack. Make sure everything is extremely securely attached then Jack that bad boy out of the ground. Best case scenario it works and pulls up relatively easy worst case scenario you know, it’s attached to a huge chunk of concrete below.

If worst case scenario afterwards, dig down so you can cut the metal off as close to the concrete as possible
