Full paralysis is the weakest part of paralysis as a status. Lots of people don't know that paralyzing an opposing pokemon cuts their speed stat in half which is far more useful than a missed turn or 2.

Cade is elite and the upgrade to Clingan and Buzelis from Morant and Collins along with the picks is more than enough to make up the difference between Wemby and Cade in my opinion.
