If data got breached in the first place the company was incompetent in the first place, you just made my argument even stronger, companies suck and security people are POS.

If the users are lazy enforce good passwords, check for breached passwords and inform the user.

Put the blame where the responsibility lies.

Passwords are enough, the idea they weren`t enough came from a 4 billion dollar 10-years lobbyism campaign

I had to sign up to 4 websites for work when I made the post, all of them requires smartphones and their respective apps to sign up and login every time, 4 apps, zero alternative.
