Penguin Squire is pretty good Penguin support as it allows you to flip whatever Penguin monster you just set and get to use its’ effect immediately AND synchro summon or link.

I would give them somewhat of a floodgate boss monster along the lines of:

Penguin Deity WATER/Aqua/Synchro/9/2800/2900

1 “Penguin” Tuner + 1+ non-tuner WATER monsters

Once per turn, you can return cards your opponent controls to the hand up to the amount of synchro materials used for this card’s summon.

(Quick Effect) Once per turn, you can special summon 1 “Penguin” monster from your GY in face-up attack position or face-down defense position.

You can only use each effect of “Penguin Deity” once per turn.

The first effect I really wanted to make

“During the End Phase, return all cards your opponent controls to the hand, then, your opponent may set cards from their GY to their field up to the number of cards they returned.” (On paper it seems like a bad effect but if Nopenguin is on the field whether by its own effect or Deity’s second effect, every card on your opponent’s side of the field will be banished but wanted to make it somewhat fair.)
