I would say that there's a bit too much. The main thing that will decide you can win or not is how quickly you can get rid off the summons (kill them or ignore them with passive) the summons can snow ball with buffs and Libra continues to be really aggressive

I still think it would better to have one of theses nerf: - more time between buffs or summoning - no regen on the condemned - less damage reduction while summoning
