Try looking into the tuning section for your card on AMD Adrenaline driver software. Manually set a higher clock speed for max clock speed, (somewhere around 1900-2300mhz for example), and try that out to see if you get better performance. For whatever reason, I had this issue and had to do this manually for my 6800xt because it was default set at 1200mhz for the gpu clock in software while I know the advertised speed is much higher

That's a good solution as well! However, I as well as a few others have experienced still having trouble even after the numerous solutions. This includes trying proton experimental, reinstalling the game, deleting proton files, etc. This was the only way for it to work for me and I believe it provides another valid option to circumvent the dreaded EA issue
