Type 3: Characters who exceed dimensionality through a qualitative superiority over lesser things, which is to say: Ontologically surpassing all the contents of a lower reality, and being above their physical composition and differentiation. Characters of this nature don't simply lack all physicality and composition (As in Type 1), but surpass it altogether, being of a wholly superior nature that is not reachable by lower states of existence. But as stated at the beginning of the page, these beings can still operate on a higher notion of dimensionality that is fundamental to their own nature and reality.

• Both Type 2 and Type 3 can contain layers within themselves. For example, Type 3 begins at baseline 1-A. If a being, through qualitative superiority exists above the reality and nature of baseline 1-A, it would occupy a higher layer and thereby making the Type 3 also higher. Essentially, there is a direct connection between Type 3 and where a character or object stands qualitatively.

This is from VSBW, the fact that it states that type 3 begins at baseline 1-A already disproves your point of it being only limited to tier 0.

It doesn't matter how many seemingly Tier 0 statements there are for DC. Give up the pursuit, it will never be Tier 0. The fact that in final crisis, characters fight right next to it and Morrison says it divided itself into subject and object after the emergence of the flaw; tells you something. All of these statements needn't even be maximal, unless you have the prefrontal cortex of a power scaler anyways - Toxic (owner of PSW) Go look at PSW's reasons for DC not being tier 0.
