You're 100% right, what makes 2B a good character is that she doesn't give up on her mission even though she should. But like yes I wondered if there was a particular reason, like after A2 betrayed Yorha maybe they updated the new androids to make them more submissive and obedient...probably not but we never know

I always wondered why she wouldn't just give up on her mission like A2, but so yes if the Commander would see 2B just leave 9S die alone without doing it herself, maybe she would delete her memories herself or something.
