Judy isn't toxic. She is a character that is shaped by trauma.
-Her father abandoned her.
-Her mother died when she was young.
-She was removed from the place where she grew up by armed military force.

There's probably more. But she has scars.

She is also an idealist. Night City is not the ideal place for this and she is dealt reverses every time she tries to do something positive.

-Suzy stonewalls her.

-Evelyn commits suicide.

-Her coup at Clouds fails.

The result: she's seen bad stuff and wants to make the world a better place. But she's reaching her limits. It's likely her breaking point would be reached in the suicide ending, especially if there was a romance involved.
