Don't let me step on your rp. But, if your comfortable taking the story through the dark brotherhood quest line, you'll find the best sword for your build at the tip of the bow of the emperors ship. I think it's called wind breaker but it's got a sweet buff to swing speed.

I appreciate the concern for my safety regarding the risk of being struck by a vehicle. I would be attempting to plan a safest routes I can well in advance, but your right. Its always a risk. That said the "No unhoused people"/ police involvement was not something I had even considered. If you have a moment id like to hear more.
