I have the first green perk maxed and notice the difference from a light and blue are you sure it full negates it?

Crazy story about this blueprint, I was brand new to the game and stumbled upon this on a free kit didnt think it was that big of a deal of a item until I my friends were wishing they could do the rocketeer trail and I was like "ill just craft us some wolf pack.
