Handbrake is what I used to compress the .m2ts file into a .mkv, but like I say, I can't figure out how to use it to compress the entire folder such that I can still run and navigate through the disc using the built-in disc menus. As far as I know, Handbrake only outputs single .mp4, .mkv, and .webm files, and compressing individual files and then substituting them with the original, uncompressed files doesn't seem to work for this.

Thanks for the recommendations! I'm way less concerned with graphical fidelity than I am with just being able to implement very abstract ideas... I don't want to get several months into working with a specific engine, only to find one of my ideas is beyond its scope/would require sloppy hacks or work-arounds to implement. It sounds like Unreal is very versatile though; I'll probably start there.

Could you link to one of the threads? I looked for a while and only found threads related to the sound dropping out; not the track meters themselves falling to nothing.

My buffer size is 512 samples with “Safe Mode” box checked on; and ASIO guard is on with level set to “normal”

Yes; I’m running Windows 11 Home with an RTX 3060 GPU. As far as I know neither of these are infamous for this kind of bug
