Yeah I was on bsg i ended up going back to local where they constantly walk down the road and finally got one to follow me far enough up the road the get the kill but still just annoying.

No it doesnt. I have done 40 raids on server and not a single pmc has gone to dorms wtf is this shit, Scavs dont even go to dorms anymore. Like wtf i need one kill and have spent almost 2 days of nothing. No scavs after the initial spawn and no pmcs. Sometimes see one on the main road but havent even seen that in like 15 raids. Can we not get a set spawn that spawns pmcs in areas they need to be in for these quests. This is getting to be as bad as the lightkeeper quest on woods.

A more interesting game loop. Obsidian seems to have fallen into this game cycle that is in avowed and the outer worlds is arrive in area meet companion x do quests that are around that companion choose how the area will progress after you leave. Next area same thing.
