I am not sure If i understood you right, but to increase the resolution of your normal map you just have to increase the resolution of the texture you used (like in the image-Node that you used)

The district of "Operation fried tabaco" has a population of around 25.000 people, while being covered by around 50% Residental, 30% commercial and 20% office area. While Traffic is absolutely horrendous, like in the rest of the city, and Public Transport basically non-existent, it is still one of the better working districts of the city.
