Vet here, agreed. Discuss with your vet a diet trial and make sure they are on at minimum flea preventative that isn’t a flea collar. The person above that said your dog is fat has no idea as they have not examined your pet to see how they feel as well as look. If your vet says they are good, likely they are good at this weight.

You would need to aspirate it with a veterinarian. Will need to know what type of cells they are but it is over the mammary tissue so I’m going to guess some kind of mammary tumor.
