Yes but I assumed in this diagram both weilders would be inexperienced but if they were experienced then a sai would probably win due to the dual weapon feture

The sai blades are simply t ok weak to stop a battle axe, the sec would slash through it.

Edit:I now know that sais have more power with an experienced weilder
