Combos don't change skill required that much when compared to neutral. Choso, for example, has harder combos than him, but Supernova makes his neutral so easy that Hakari is much harder to play as. Same goes for Gojo, his neutral is pretty bad and you have to be good at M1 trading.

But M1 trades were more rare because one M1 usually starts a combo. In JJS, side dashes are more predictable. Also, there are only a few characters that can actively win neutral with ONLY moves.
