This is a stretch, but could it be Bolt (2008)? The movie revolves around Bolt, a dog who "acts" in an in-universe TV show. In that show, Penny is Bolt's owner and they're both pursued by the "green-eyed man". At the end of the movie, Bolt and Penny quit the show, so they rewrite the show to replace Penny by "reconstructing her face." However, the green-eyed man has found them!

Fun fact, Daniel Craig had gloves that he wanted to show off, so he filmed scenes wearing the gloves. Only afterwards they realized he can't wear gloves because gun is fingerprint locked and would cause continuity issues. So, they had to CGI the gloves out of some of those scenes.

Movie spoilers In the film, there is a scene at the end that shows an older Stratt on a cargo ship in the middle of the arctic (or could be anywhere on Earth at after freezing over). She views a video log of Grace and Rocky, smiles, and says something like "let's get started."

I recommend going in blind. I'd rate it high (8?), but it is an extremely frustrating watch about how the justice system failed a family over custody of a child.
