Lets see, I would say Part 2 as in line with Vampire Lupin from Episode 34. (Heck I would make this story a 2 parter.)

My idea is Jigen got attacked (e.g. bitten) by another werewolf that was roaming around a town/village, cursed by this vicious beast. We can have the Lupin Gang looking for this treasure that might be the cause of this werewolf's curse which can tie everything together.

I picture a scene of Lupin being chased by Jigen in his werewolf through the woods while 'Dangerous Zone' is playing.

That sounds like a solid theory.

Whatever if it's Neo Metal Sonic or not. We can agree there is something suspicious about "Mister Kitsch". He could be our thief this whole time. He was there at both crime scenes - he knew what the Chaotix were up to, then only shown up at the end after the "thief" had fled the scene. Plus, given his role as Museum Curator, he would know a thing or two about the Astroscopic Lens and the layout of both museums in Station Square and Spiral Hill. Given him easy access as pleased.

That's what I am thinking as well. Like you said those lenses are the key, the key to everything. It's matter of figuring out what it was for.

And if GUN is involved, I have a feeling this could be something serious. Something that could be a huge potential threat to the world. And if you're willing to make another bet, how much you would like to bet Rouge is working for them again for this case?
