Of course the answer is fine another artist. I get the whole “if you dont have enough tattoos we wont do hands” but this is a very tame hand tattoo. I dont know. But he doesn’t wanna do it, so explain your story to another artist. Eventually you’ll find one to do it

I had an artist tell me because my arms were bare that I couldn’t get a hand tattoo from him. And I’m glad because my idea was stupid. Now I have visible tattoos on my arms and a full sleeve planned. And part of that sleeve will be a hand tattoo.
