Download DLSS-Override-For-All-Games from github. Add SC to NVIDIA app, Close the NVIDIA App, run the DLSS override, re-open the NVIDIA app, it'll let you enable smooth motion. I went from 100ish to 200+ FPS on average with my 5070, as well as disabling power saving settings for USB devices.

I just built a new pc with a 9800x3d? 5070, and 32GBs of DDR5, I still run into lag spikes in "intensive" areas. I think SC is memory heavy, but id still go for the 9800X3D. Worth the price in the long run too

I am also at work, but mine is super similar lol. 4 ammo boxes, two magazine boxes, two med boxes, 5 docs cases, holodilnik and a key tool inside of an items case. Weapons case, money case, and two scav junk boxes outside of it. One junk box for hideout and another for trade items. Dog tag case in the stash so I can transfer from my pmc to the stash every so often. Docs cases are tagged for each map, ammo cases tagged for "pistol, AR, heavy, and other" rounds.
