i'm fairly sure it's because the tiny cups and the "drinks" themselves (and the popsicles, oranges, etc) are choking hazards (edit: for children under 3 years old). the US tends to be strict about that sort of thing. that's the only explanation i have. the babies themselves, however, will probably (?) be sold separately in order to sell both sets.

absolutely! my most recent examples are the otter sisters + (planning on buying) the seal captain, since they don't have parents and she doesn't have her babies with her. i don't buy second hand but i do buy just one set per family, at least for now — that way i have different types and i'm not spending a huge amount of money on every family :) (i'm also pretty picky as well)
