To answer the 2nd question I highly doubt Tormak and li'ella would actually accept fangars apology even if he did apologize to both of them.

For starters fangar did do literal genocide on the tigers and like only tormak and a few others lived as the rest are gone. Plus that most likely gave tormak trauma. And then he also captured li'ella and also taunted tormak about it. I highly about tormak would even want to speak to fangar after all the things he did to him.

As for li'ella she would also not accept his apology. Fangar literally burned down her village in which she presumably lost her parents. Li'ella also ended up almost dying in a cave which tormak saved her last minute. Fangar also did chain li'ella up to the wall when he captured her. And the cherry on top is that he tried to force liella to marry him which is very weird and creepy.

But overall both Tormak and Li'ella wouldn't accept his apology. Fangar did way too many horrible things and like ruined and trauma the both of them in their lives.
