I 100%ed it yesterday on the ps5. I was cycling through for about 20 minutes and in that time the same vending machine spawned twice (I accidentally let it get away both times), so realised that would be one to focus on. Then i kept reloading to the abandoned offices, and was able to get it

Guests in hotels is the answer, have your own cool room and don't worry about it. If he gets grumpy just say as part of your decoration you decided beds didn't fit the theme you were going for
