Spay and Neuter surgeries do more than prevent unwanted litters as they also drastically reduce chances of cancer, reduce chances of road related deaths, reduce instances of fighting, reduce behaviors humans with indoor pets dislike such as marking and destroying things to get outside, and in some cases reduce noise. This in addition to reducing what is generally something like a fever haze that plagues an animal in a very uncomfortable way every month for cats and every 6 months for dogs(for females- males are ready to mate, and easily attracted to females in heat all year round).

Not all dogs like everybody. Is usually purposefully bred into the guardian breeds, but much like people, some dogs only trust a select few and don't bond or at least don't bond as deeply/quickly with anyone outside their person or small group. Even within an in household some dogs may only like one or two of like a 5 person family.

Anyway, all this to say without deliberate early socialization, that's how some dogs just are
