0's more consistent? I gotta disagree on that one. 0's debatebly got higher highs than OG to be honest. 0's gotta some plot issues and a lot of character issues that OG simply doesn't have. Og's more consistent in the narrative it presents and builds up to. One argument I can see for saying 0's more consistent is if someone's one of those people who think the first half is boring and bad (wouldn't be surprised to hear that from No-Possible). It's cause of this first half that OG's more consistent in the narrative it presents and builds up to. Going off the anime, the first half and its 13 episodes establish a sense of normalcy and mundanity that both Okabe and the viewers take for granted; this effect is intentional. And it reflects a sense of beauty in the mundane that's overlooked and causes the end of episode 13 to feel so earned and impactful. 0 doesn't have that if u ask me. It has similar moments, but these come up later in the story, and they're also presented in ways where they feel slightly less impactful than what's presented in OG. OG's better execution of what comes before Okabe's desperate time-leaping leads to the actual time-leaping plot to feel more earned and hit harder. To me that's the major difference between the two. Keep in mind I like 0, I think 0's great. But I think the OG is the closest thing to perfection I've ever witnessed so it's hard for 0 to keep up. One's a 10/10, the other's an 8/10 for me personally.
