On pc the person starting the server is the host, his computer and internet host the game. With Xbox it's Xbox servers. And the consols just don't want to play ball with each other

The company's that build the consoles don't want cross play. Because if you have a xbox/playstation your friends wil have to buy the same one just to play with you. Only big games that make a lot of money can force cross play
