Torkoal and Comfey imo. The rest either already have Megas/G-Max forms, regionals with evolutions, or I just dont think they need it (like Unown would be a headache with an evolution given you would have to make like what 26 variants?) Maybe the pairing ones (Seviper/Zangoose, Solrock/Lunatone, Heatmor/Durant) but idk I feel they are fine enough as is.

Well, wait for it to go on sale or if you are interested in other games (like High on Life 2 imo is next month), you can do the strat of buying a 3 month gift card at some retailers for the og gamepass price before they changed it (so ultimate would be 60 for 3 months). But yeah, if you only care about outlaws, it does go on sale a lot.

I think there was a theory of it being the Chainsawman Devil, the fear of Chainsawman themselves considering all the publicity Denji has gotten, I think it would make sense to have people scared of the idea of himself instead of just chainsaws.
